[Alpha Biz= Kim Jisun] SEOUL, October 29, 2025 — A fatal accident occurred on Tuesday morning at a construction site in Pangyo, Seongnam, operated by Samsung C&T Corporation, resulting in the death of a worker struck by an excavator.
Following the incident, Samsung C&T immediately suspended all construction operations across its domestic sites and launched a comprehensive safety inspection. The company’s CEO Oh Se-chul issued a formal public apology the same day.
“We express our deepest condolences and sincere apologies to the bereaved family,” Oh said in a statement. “We humbly apologize to all stakeholders for failing to uphold our most fundamental responsibility — ensuring worker safety.”
He added, “The company promptly reported the incident to the authorities and is fully cooperating with the ongoing investigation. We have suspended operations at the accident site as well as all other Samsung C&T construction projects nationwide to conduct special safety training and emergency inspections.”
Oh emphasized that Samsung C&T, despite having declared safety as its top management priority, would “reexamine its safety practices, identify the root causes of the accident, and implement swift, fundamental preventive measures in cooperation with on-site employees and partner firms.”
According to the Bundang Police Station and the Ministry of Employment and Labor, the accident occurred around 7:58 a.m. at the PSM Tower construction site in Sampeong-dong, Bundang-gu, Seongnam.
A 60-year-old subcontracted worker, identified only as Mr. A, was reportedly hit by an excavator operated by Mr. B while transporting steel beams underground. Emergency responders pronounced the victim dead upon arrival.
Both workers were employed by different subcontractors under the project. Authorities are currently investigating whether safety regulations were properly followed at the site.
The PSM Tower project, led by a consortium including NCSoft, Samsung C&T, Korea Local Finance Association, and Mirae Asset Global Investments, is part of Korea’s national Software Promotion Complex initiative.
The consortium plans to complete a 14-story, 33,000-square-meter complex (above and below ground) by 2026.
