President Lee Orders Stronger Penalties and Realistic Punitive Damages Following Coupang Data Breach

[Alpha Biz= Kim Jisun] President Lee Jae-myung on December 2 instructed government ministries to strengthen fines and implement realistic punitive damage measures in response to the massive personal information leak at Coupang.

Presiding over the 52nd Cabinet meeting at the Yongsan Presidential Office, President Lee said, “The public is deeply concerned because of Coupang. The scale of the leak—about 34 million cases—is enormous, and it is shocking that the company failed to detect the breach for five months.” He added, “It makes me wonder how such a lapse is even possible.”

President Lee emphasized the need for a swift and thorough investigation, stating, “The cause must be identified quickly, and those responsible must be held strictly accountable.” He also ordered ministries to mobilize all available resources to prevent secondary harm resulting from the leaked information.

Calling personal data the “core asset” of the AI and digital era, Lee stressed that outdated attitudes and practices regarding data protection must be fundamentally corrected.

He urged Cabinet members to, “Strengthen fines by reviewing international best practices, and implement a realistic, effective punitive damages system.” Lee also directed the government to “quickly establish and enforce a new digital security framework—a paradigm shift that encompasses both the public and private sectors—as we enter a hyper-connected digital society.”
