Majority of Property Disclosure Violations in Korea Found at State Housing Agency LH

[Alpha Biz= Kim Jisun] Seoul, October 9 — Employees of Korea Land and Housing Corporation (LH), already under public scrutiny for past land speculation scandals, have once again come under fire — this time for failing to properly report their personal assets.


According to data obtained by Rep. Lee Yeon-hee of the Democratic Party from the Ministry of Land, Infrastructure and Transport (MOLIT), LH staff accounted for 542 violations of property disclosure obligations between 2022 and 2023. The total includes warnings, correction orders, fines, and disciplinary recommendations issued by the Ministry of Personnel Management.


During the same period, MOLIT officials recorded 101 cases, while other affiliated public institutions had 78 cases. In total, LH made up 75.2% (542 out of 721) of all violations detected across MOLIT and its affiliated agencies.


Following the 2021 LH land speculation scandal, the Korean government expanded asset disclosure requirements to include all MOLIT officials, LH and Saemangeum Development Corporation employees, and senior staff at the Korea National Railway and other quasi-government entities.


Despite these reforms, LH reported 123 asset reporting errors in 2022, which nearly doubled to 232 cases in 2023, before slightly declining to 187 last year.


Rep. Lee criticized the agency, saying, “Public trust in government real estate policy was already severely damaged by LH’s land speculation scandal. Strengthening ethical standards and ensuring strict compliance with asset disclosures is essential.”
